History teachers in-service programs are a very big problem for our educational system, especially for history teachers preparation in our universities. During the last 6 years our state and private universities have not been able to prepare history teachers. There are many reasons why this happened. The main reason: almost all institutes were destroyed before 2004, to make professional teachers training. Old programs of in-service teachers trainings were ignored, but there were no successful new programs. With the support of EUROCLIO, HTA Bulgaria and with the participation of GAHE, the Batumi State University founded a study room for History Methodology last year. It was the first common step for changing the situation in our High Education, especially for history education by the creation of BA and MA programs for history teachers preparation.
